BOROUGH OF PERKASIE

BUCKS COUNTY, PENNSYLVANIA

Sealed proposals will be received by the Borough of Perkasie, Bucks County, Pennsylvania, hereinafter referred to as the “Borough”, at Perkasie Borough Hall, 620 W. Chestnut Street, Perkasie, Pennsylvania 18944, on June 11, 2013, until 10:00 a.m., for the Borough's 2013 Concrete Handicap Ramp Replacement Program, at which time they will be publicly opened and read out loud.

The Contract will generally include the replacement of 40 handicap ramps, which will include 1,195 linear feet of curb replacements, 6,911 square feet of sidewalk replacements, 560 linear feet of curb cheek walls, the placement of 546 square feet of truncated dome inserts, roadway repair, subbase preparation, demolition, and unimproved area restoration.

The “Bid Cost Schedule” contained in the Form of Proposal of the Contract Documents provides the quantities for this project. 

Contract Documents and bidding information may be examined or purchased at CKS Engineers, Inc., 88 South Main Street, Doylestown, Pennsylvania 18901 (215-340-0600) for a non-refundable amount of $30 on or after May 21, 2013.  An additional $10 will be charged for mailing.

Proposals must be made upon the forms furnished by the Borough.

This project is subject to the terms and conditions of the Davis-Bacon Wage Rates and, therefore, must be bid as such.

The project is subject to the terms of the Public Works Employment Verification Act (Act 127 of 2012).  Completed and signed "Public Works Employment Verification Form" is required as a precondition to the award of the Contract and is to be submitted as part of the submission of bid.  All contracts between the Contractor and its subcontractors, and between all subcontractors and their respective sub-subcontractors shall contain information about the requirements of the Public Works Employment Verification Act (Act 127 of 2012).

Proposals must be accompanied by a certified check or bid bond, in the amount of 10% of the total bid amount for the work detailed in the “Bid Cost Schedule”, made payable to the Borough of Perkasie. 

The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Borough.

The Bidder’s attention is called to the fact that the project is receiving funds under Title 1 of the Housing and Community Development Act of 1974, as amended, and that the Davis-Bacon Act applies to this Contract and that the successful Bidder shall pay no less than the Federal Wage Rates determined for the project area as set forth in the Contract Documents.  The successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin.

Award of Contract:  if a contract is awarded, it will be to the lowest responsible bidder, as described in the Instructions to Bidders Section of the Contract Documents, but the Borough reserves the unqualified right to reject any or all bids and to waive any informalities.

The Borough also reserves the right to delete any "item" or portion of an "item" contained in the Contract at its discretion, once bids are received.

Prior to awarding the Contract, bids may be held by the Borough for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders.  During this period, no bid may be withdrawn.
