Grant Funding

Perkasie Borough is committed to being fiscally responsible while continuing to invest in the infrastructure, parks, safety, and services that matter most to our residents. One of the key ways we accomplish this is by actively pursuing state, federal, and regional grant funding. 

Grant funding allows the Borough to complete important projects that might otherwise require increased taxes, fees, or long‑term borrowing. By identifying opportunities that align with community priorities and successfully managing the application and reimbursement process, the Borough is able to stretch local dollars further and deliver measurable results. 

Grants help the Borough to:

  • Reduce or eliminate the need for local tax dollars on major projects
  • Accelerate improvements to parks, roadways, facilities, and public infrastructure
  • Enhance public safety equipment, technology, and training
  • Support long‑term planning and resilience initiatives
  • Complete projects more efficiently and on an accelerated timeline

In many cases, grants fully cover project costs. When a local match is required, Borough Council carefully coordinates those funds, sometimes even using other grant funds, or by using other funding sources or previously allocated reserves—avoiding unnecessary impacts to the General Fund.

Borough staff are successfully managing multiple grants simultaneously, including projects that span multiple years and funding agencies. Staff do this by maintaining a centralized grant tracking system that documents each grant throughout its lifecycle—from application, to award, to reimbursement and close‑out. This ensures the successful completion of reporting and other grant requirements, and the timely reimbursement of eligible costs.

As of February 2026, Perkasie Borough has secured more than $5.42 million in grant awards across active, awarded, and completed projects (not including pending applications and planned opportunities). Projects are listed here with a summary of awarded grants and grants that the Borough has applied for:

Kulp Park Improvement Project – Phase 2: fully funded by $1,052,886 from multiple grant sources:

  • Local Share Account (LSA) Statewide – Commonwealth Financing Authority: $652,886
  • Department Conservation & Natural Resources, Community Conservation Partnerships Program: $200,000
  • Department of Community & Economic Development: Greenway, Trails & Recreation Program: $200,000

Restoration of the South Perkasie Covered Bridge: anticipate full funding from multiple grant sources:

  • FEMA/PEMA – Public Assistance: $271,789
  • FEMA/PEMA – Hazard Mitigation: $155,765.56
  • Keystone Historic Preservation Grant (Construction Projects) – PA Historical & Museum Commission: $100,000
  • Perkasie Historical Society fundraising: $117,000
  • Pending – FEMA: awaiting obligation to fund actual project costs (anticipated approximately $1.7million) upon project completion

W. Park Avenue Improvement Project: anticipate full funding from multiple grant and budgeted sources:

  • HUD (Department of Housing & Urban Development): $2,058,180
  • PennDOT – Green Light Go: $425,240 award (match of $106,310 budgeted for 2026)
  • Application submitted: Transportation Set‑Aside – Federal Highway Administration: $1,496,574

Land Acquisition – Community Garden – $162,430 land purchase complete

  • Department of Conservation & Natural Resources: $81,215
  • Parks & Recreation Impact Fees: $81,215

Public Works - Road Maintenance & Recycling: anticipate full funding from grant award:

  • Application submitted: LSA – Commonwealth Financing Authority: $407,828 to fund a “hook truck” with upfits to manage leaf collection, plowing and salting

Strategic Planning – Development of 5-year Economic Development Plan

  • Keystone Communities Planning Grant – Commonwealth of PA: $25,000
  • American Rescue Plan Act (federal Covid funds): $25,000

Cybersecurity Enhancements

  • RMUC‑ACT 1 – Advanced Cybersecurity Technology Prize: $50,000 award
  • Pending (if federal RMUC-ACT 1 program reinstated): $100,000

Perkasie Borough has successfully secured and applied for a number of grant awards funding priorities in the Perkasie Police Department:

  • Byrne SCIP Local Solicitation – PA Commission on Crime & Delinquency: $194,488 to fund a full-time Community Relations Specialist through mid 2027
  • LSA – Commonwealth Financing Authority: $56,309 award to fund a vehicle for use by the Community Relations Specialist
  • LSA – Commonwealth Financing Authority: $101,171 to fund a Chevrolet Tahoe and equipment for Traffic Safety
  • Application submitted: LSA - Commonwealth Financing Authority: $386,640 to fund a Modular Vehicle Barrier System and Trailer

Perkasie Borough staff research and continue to apply for grants for identified priorities across all Borough departments. Grant awards help the Borough deliver important improvements while reducing reliance on local taxes and preserving financial flexibility for future needs.
