Park Avenue Improvement Project – Updates & Information

Perkasie Borough is actively working on a plan to rehabilitate W. Park Avenue between Ridge Road and Jefferson Drive. This page provides the latest updates on project progress, along with background information about the improvements.


Latest Project Updates (June 2026)

The Park Avenue Improvement Project is now fully funded and moving forward, with work proceeding in two phases.

Funding Secured

Perkasie Borough has secured approximately $4.08 million to complete the project:

  • $2.06 million – Federal Congressionally Directed Funding (HUD) (2023)
  • $425,240 – PennDOT Green Light Go funding (2025), plus Borough match of $106,310
  • $1.50 million – PennDOT Transportation Alternatives Set-Aside (TASA) funding (2026) 

This funding ensures that the full scope of planned improvements can move ahead.


Project Phasing

Phase 1: Ridge Road Intersection Improvements

  • Replacement & modernization of traffic signals
  • ADA-compliant pedestrian crossings
  • New pedestrian connections to the Cedar Ridge area trail

Status:

  • Grant contracts executed. This phase is funded by PennDOT's Green Light Go program. 
  • Project kickoff meeting held May 19, 2026
  • Engineering and design work is now underway

Timeline:

  • Must be completed by Summer 2028 (per grant requirements) 

Phase 2: Stormwater & Pedestrian Improvements

  • Sidewalk installation between Ridge Road and Jefferson Drive
  • ADA-compliant crosswalks
  • Retaining walls (up to ~12 feet in some locations)
  • Major stormwater system upgrades, including curbing, underground infrastructure and basin replacement

Status:

  • Received grant award letter
  • DVRPC / PennDOT coordination kickoff meeting took place in June 2026)

Timeline:

  • Due to extensive engineering review requirements, construction is anticipated to begin in approximately 2–3 years

Project Overview

The Park Avenue Improvement Project will modernize a critical corridor in the Borough, improve safety, and enhance connectivity for residents.

Key Goals of the Project

Improve Safety for All Users

The current roadway reflects an earlier design that does not meet modern standards. Improvements will include:

  • Sidewalks and curbing
  • Retaining walls to handle steep grades
  • Bike and pedestrian accommodations
  • ADA-compliant crossings
  • Roadway safety upgrades and markings

Address Stormwater & Flooding Issues

Existing systems cannot handle heavy runoff, leading to erosion and property impacts. The project will:

  • Install upgraded stormwater infrastructure
  • Direct runoff away from residential properties
  • Replace the existing detention basin with an underground facility

Strengthen Connectivity

  • Provide safer access between northwest Perkasie and downtown
  • Create the only pedestrian crossing on Ridge Road in this area
  • Improve access to community, economic, and recreational amenities

Complete the Liberty Bell Trail Segment

The project will close a missing gap in the regional Liberty Bell Trail, improving walking and biking access across the Borough.


Planning and Community Input

Conceptual plans were developed by Borough engineers based on:

  • Site inspections
  • Resident feedback from community discussions (2021–2022)
  • Ongoing engagement with Park Avenue and Parkridge Drive residents

Plans will continue to be refined during the engineering phase.


Project History & Funding Efforts

The Borough has pursued this project for several years, submitting multiple grant applications before securing full funding. Earlier applications to programs such as:

  • PennDOT Transportation Alternative Set-Aside
  • Multimodal Transportation Fund
  • Local Share Account (LSA)

were unsuccessful, highlighting the competitiveness of infrastructure funding programs.
